Five South Korean trade and food institutions signed a memorandum of understanding in Seoul on Oct. 16, 2026, to coordinate support for exporters entering halal markets, according to Seoul Economic Daily and The Herald Business. The signatories are the Korea International Trade Association (KITA), the Korea Trade-Investment Promotion Agency (KOTRA), the Korea Agro-Fisheries & Food Trade Corporation (aT), the Korea Testing & Research Institute (KTR), and the Korea Food Research Institute (KFRI). A day later, Indonesia extended mandatory halal certification deadlines for select sectors, including imported food and beverages, to October 2028, per ANTARA.

What the Five Agencies Agreed To

The signing took place at Trade Tower in Seoul’s Gangnam district, Seoul Economic Daily reported on Oct. 16, 2026. According to The Herald Business, the agreement sets out four joint measures: exchanging information on halal policies, regulations, certification regimes, and market trends by country; linking each agency’s information and support projects through a halal integrated information platform; jointly identifying obstacles exporters face in obtaining halal certification and entering markets; and offering coordinated access to specialized services such as testing and analysis, certification consulting, and overseas marketing support.

NOCUTNEWS, also reporting on Oct. 16, 2026, said the institutions aim to pool each institution’s support capabilities through integrated cooperation and a shared halal information platform. A KITA official said, according to The Herald Business, that the agencies will keep exchanging information and developing joint projects, and that they “will work to lower the barriers for exporters looking to enter halal markets.”

Who Was in the Room

Seoul Economic Daily, The Herald Business, and NOCUTNEWS named the officials who attended. Jung Hee-chul attended for KITA’s trade promotion division, and Kim Kwan-mook for KOTRA’s economic security and trade cooperation division. Jeon Ki-chan represented aT as its executive director for food exports, Shin Jung-ha represented KTR’s global division, and Kim Young-chan represented KFRI’s food industry research division.

The Indonesia Backdrop

Seoul Economic Daily said the agreement responds to tightening halal certification requirements and related regulations in major markets such as Indonesia. The Halal Times reported in July that Korea sent a government-led task force to Indonesia over the rule. Korea Times reported on Sept. 19, 2026, that Korea’s Ministry of Food and Drug Safety, led by Minister Oh Yu-kyoung, and Indonesia’s Halal Product Assurance Organizing Agency (BPJPH) had signed a certification agreement in Depok. The two sides will share technical data, workforce training, and regulatory frameworks. Seoul is also seeking official recognition for the Korea Institute of Food Safety Management Accreditation as a halal certification body, per Korea Times.

In that report, Korea Times cited an Oct. 18, 2026 deadline for mandatory halal certification of imported food, beverage, and cosmetic products in Indonesia.

A Deadline That Moved the Next Day

On Oct. 17, 2026, one day after the Seoul signing, ANTARA reported that Indonesia had extended the phased implementation of mandatory halal certification. As The Halal Times reported, the new schedule pushes deadlines for the affected categories to October 2028. Susiwijono Moegiarso, Secretary of the Coordinating Ministry for Economic Affairs, said the government acted “taking into account the readiness of the halal ecosystem,” through a government regulation amending Government Regulation No. 42/2024.

Per ANTARA, imported food, beverages, slaughtered products, and slaughtering services now face an Oct. 18, 2028 deadline. Micro and small enterprises have until Oct. 17, 2028, as do natural medicines, quasi-drugs, health supplements, cosmetics, chemical products, genetically engineered products, and certain consumer goods. The original enforcement date was Oct. 18, 2026.

Seoul Economic Daily framed the MOU as a response to tightening rules in major markets such as Indonesia, and the agencies signed it a day before the extension was announced. None of the four joint measures reported by The Herald Business is tied to a specific deadline, so the timing doesn’t change what the agencies plan to do.

Beyond Indonesia

Indonesia isn’t the only market in view. The Herald Business reported that KITA held the Istanbul K-Halal Product Show earlier that week, on Wednesday local time, at the Shangri-La Bosphorus hotel, to help Korean companies enter Europe and the Middle East and North Africa. Thirty-six Korean consumer goods companies in beauty, food, and household products took part.

For imported food, beverages, cosmetics, and the other extended categories, Indonesia’s new deadlines fall on Oct. 17 and Oct. 18, 2028, per ANTARA.
